These By-Laws were amended and adopted by MANE on June 5, 2004.
Article I Name
The name of this association shall be the Mason Area Neighborhood Equestrians, otherwise to be known as MANE
Article II Purposes
The purposes of this organization shall be as follows:
- To promote understanding and good will between horse people and the community, to encourage each group to recognize the needs of the other and to assist in meeting the needs of both in all areas related to horse activities.
- To promote the enactment of sound and realistic laws and regulations relative to the keeping and use of horses.
- To provide educational and recreational assistance and opportunities for horseowners and riders.
- To encourage preservation and maintenance of existing trails and other facilities for riding and driving horses in the area.
- To promote and cultivate the formation of, and association and friendly relationship with, similar clubs throughout this state and elsewhere.
Article III Membership
- Any person desirous of furthering the purposes of the association shall be eligible to become a member.
- All applications for membership shall be subject to approval by the membership and the membership shall deny membership to any person who in its opinion keeps or uses horses in a manner detrimental to the purposes of this organization.
- There shall be the following classes of membership:
A) Family - open to multiple members of a family who are members in good standing.
B) Individual - open to any person 18 years of age or older who is a member in good standing.
C) Junior - Junior members are welcome and will pay no dues.
- Except as otherwise provided in these By-Laws, all members shall be eligible to participate in all activities of the association.
- Any member who acts in a manner to bring discredit to the association shall have his/her membership revoked after a hearing by the membership subject to the following provisions:
A) The member shall be given the opportunity, prior to the hearing, to resign and if he/she elects to resign, all reference to the reasons for the resignation shall be stricken from the records of the association.
Article IV Dues
- The dues for an individual membership shall be fixed at the beginning of each year by the membership.
- Dues shall be payable on January 1st of each year and shall be considered delinquent if not paid within 30 days thereafter.
Article V Officers
- The officers of the association shall be President, Vice President, Recording Secretary, Corresponding Secretary and Treasurer.
- All officers shall be elected for a term of one year at the annual meeting and shall serve until their successors are duly elected.
- A vacancy in the office of President shall be filled by the Vice President.
A vacancy in any other office shall be filled by appointment by the membership.
- An officer who is absent without due cause from three consecutive meetings may be removed from office by vote of the membership after recommendation by the membership.
Duties of Officers:
- The President shall preside over all meetings and shall administer the affairs of the association as directed by the membership.
- The Vice President shall act in the absence of the President.
- The Secretary shall keep the general records, including a detailed record of all proceedings at the meetings of the club and of the membership, committee appointments, officers' list and list of members showing their addresses.
- The Treasurer shall keep and have charge of the accounts of the club, the vouchers thereof and the monies, books and valuable papers of the club. He shall deposit all funds of the club to its credit in its club name with such bank as the membership shall approve. He shall pay all bills approved by the membership and shall promptly notify the membership of all bills due. He shall make a financial report at each regular meeting.
Article VI Voting
- All voting shall be in person and not by proxy or by absentee ballot.
- Each class of membership shall have voting rights as follows:
A) Family - two votes maximum
B) Individual - one vote
C) Junior - no vote
- Voting on any question may be by secret ballot at the discretion of the presiding officer and shall be by secret ballot voted by two-thirds of the members present and eligible to vote.
Article VII Amendments
- These By-Laws may be amended by the membership at the annual meeting.
- The By-Laws may be amended by a quorum consisting of one-half the membership at a meeting other than the annual meeting provided that notice of the meeting and of the wording of the proposed amendment has been given to all members not less than 30 days prior to the meeting.
- A two-thirds majority of those present and voting shall be necessary to pass an amendment.
Article VIII Notification
- The sending of a notice shall be communicated to the address as given on the membership application and shall constitute proper notification for any proceedings of the association, provided the name of the association is clearly indicated.
- Whenever the By-Laws require that notice be given, it shall mean the sending of a notice as above.
- Unless otherwise provided herein, notification shall be given seven (7) days in advance of any event.
Article IX
In the event that no meeting is held in two years, the last named Treasurer is
to turn all funds in the treasury over to the Town of Mason Conservation Commission.
